Stormwater ProgramIn 2002, the CCBH initiated a regional program to assist its 55 regulated Phase II communities. On March 10, 2003, the U.S. EPA and Ohio EPA Phase II Stormwater regulations went into effect. These regulations require designated communities to develop and implement a stormwater management plan. This program is composed of six minimum control measures:
(1) Public Education (2) Public Involvement (3) Illicit Discharge Detection and Elimination (4) Construction Site Runoff Control (5) Post Construction Site Runoff Control (6) Good Housekeeping
The CCBH's Stormwater Program was developed to assist communities in Cuyahoga County and Northeast Ohio in reaching their stormwater management plan goals. Our program has been a leader in the State of Ohio in developing a regional watershed-based illicit discharge program. This program was highlighted twice in Stormwater Magazine and also by the U.S. EPA.
The CCBH also developed the “Illicit Discharge Detection and Elimination Program Manual – A Guidance Manual for the State of Ohio”. This manual was designed to assist communities in developing an Illicit Discharge Program for finding and eliminating these sources of pollution.
The CCBH's Stormwater Program includes the activities listed below. All activities performed by the CCBH include a report for the community to include with their annual report to the Ohio EPA.
