Stormwater

In 2002, the CCBH initiated a regional program to assist its 55 regulated Phase II communities. On March 10, 2003, the USEPA and Ohio EPA Phase II stormwater regulations went into effect. These regulations require designated communities to develop and implement a stormwater management plan. This program is composed of six minimum control measures:

 

            (1) Public Education,

            (2) Public Involvement,

            (3) Illicit Discharge Detection and Elimination,

            (4) Construction Site Runoff Control,

            (5) Post Construction Site Runoff Control, and

            (6) Good Housekeeping.

 

The Cuyahoga County Board of Health’s Watershed Protection Stormwater Program is a result of the US EPA’s Phase II Storm Water Regulations. The Stormwater Program was developed to assist communities in Cuyahoga County and State wide in reaching their stormwater goals as part of their stormwater management plans.

 

The Board of Health’s Stormwater Program has been a leader in the State of Ohio in developing a true regional illicit discharge program based on a watershed approach. This program was highlighted twice in Stormwater Magazine (Article 1 and Article 2) and by the US EPA.

 

The CCBH also developed an “Illicit Discharge Detection and Elimination Program Manual – A Guidance Manual for the State of Ohio”. This manual was designed to assist communities in developing an Illicit Discharge Manual for finding and eliminating these sources of pollution.

The CCBH program has been evolving and expanding over the last several years and now includes the following list of activities.

 

Illicit Discharge Detection and Elimination

  • Inventory of MS4 outfall locations
  • Dry Weather inspections of MS4 outfall locations
  • Sampling of dry weather flows from MS4 outfalls
  • Illicit discharge tracking and assisting communities in their elimination process
  • Author of the “Illicit Discharge Detection and Elimination Manual – A Guidance Manual for the State of Ohio”.
  • Regional Storm Water Database

Public Education and Outreach

  • School-aged children educational outreach includes non-point source and point source pollution education.
  • Adult seminars on nonpoint source pollution
  • Coordinate stream cleanups
  • Volunteer monitoring of streams
  • Install and/or coordinate the placement of markers on street basins

Good Housekeeping

Perform outreach to community personnel on Phase II program and requirements the community must perform.

 

Annual Report

All activities performed by the CCBH will include a report for the community for inclusion with their annual storm water report to the Ohio EPA.
