Manufactured Home Parks

The Cuyahoga County Board of Health conducts a state-mandated Manufactured Home Park Program under Section 3733 of the Ohio Revised Code. Rules are prescribed in Section 3701-27 of the Ohio Administrative Code.

This office does not perform the installation inspections of new or replacement homes within Manufactured Home Parks as required by Section 4781 of the Ohio Revised Code. 

Definitions

A "manufactured home park" is defined as any tract of land on which three or more manufactured homes used for habitation are parked. It does not include any tract of land used solely for the purpose of storing or displaying manufactured homes.

A "manufactured home" is defined as a building unit or assembly of closed construction that is fabricated in an off-site facility and constructed in conformance with the federal construction and safety standards established by the secretary of housing and urban development.

A "mobile home" is defined as a building unit or assembly of closed construction that is fabricated in an off-site facility, is more than thirty-five body feet in length or, when erected on site, is three hundred twenty or more square feet, is built on a permanent chassis, is transportable in one or more sections, and does not qualify as a manufactured home.

The Board of Health currently has 10 licensed manufactured home parks under its jurisdiction, encompassing approximately 2157 potentially occupied lots. The following is a list of currently licensed parks:

License and Inspection

Manufactured home park operators are required to obtain an annual License to Operate a Manufactured Home Park. The license is valid from January 1st through December 31st of each year. The license fee is determined by the number of lots that can be occupied at the park. The current license fees are as follows:

$ 343.75 base fee + 0.63 for each additional lot over 50


One inspection a year is required, however, the Board of Health conducts an average of two inspections per year at each park. Although local health departments have the exclusive authority in regards to the licensing and operation of manufactured home parks, local building departments and fire departments are consulted pertaining to relevant matters.

Inspections take into account the following areas of concern: proper spacing of homes, auxiliary storage buildings, drainage and flooding issues, sewage disposal, solid waste disposal, electrical safety, streets and walkways, pests, and general maintenance.  For further information on this program please contact Matt Johnson at (216) 201-2001 x1238 or mjohnson@ccbh.net.

Replacement Notifications and Plan Approval

Manufactured home park operators are required to notify the Board of Health when new homes, additions to homes, and auxiliary buildings are added within the park. Notifications are to be made at least two days prior to the changes occurring. Operators should complete a Manufactured Home Replacement Report Form and forward it to the Board of Health.

Plan approval is required for all new manufactured home parks and for the addition of new lots to existing parks. Plans are to be submitted in triplicate to the Ohio Department of Health Engineering Unit for approval.
