The Cuyahoga County Board of Health conducts a comprehensive Household Sewage Program which
addresses water quality issues within the watersheds of Cuyahoga County. A total of 48 communities
in the Cuyahoga County General Health District have residences which utilize household sewage
disposal systems. Approximately 12,000 of these systems are currently in use throughout these
communities. The number of sewage systems in each community ranges from one to over 1,500.
Household sewage systems are relied upon to properly treat and dispose of wastewater in areas that
are not accessible to a sanitary sewer. Many of these existing systems have been in use for decades
and may not be capable of properly treating sewage prior to discharging an effluent to the
environment.
A few of the responsibilities of the Household Sewage Program include permitting and inspecting
the installation of new sewage systems, registering sewage system haulers, installers and service
providers and conducting lot reviews of undeveloped property. The Board of Health also
administers an Operation Permit Program for new recently installed sewage systems and a Management
Permit Program, which addresses existing sewage systems.
The Board of Health works closely with local community officials as they determine the future
sewage disposal needs of their communities. The Board of Health also collaborates with municipal
engineers, the Cuyahoga County Sanitary Engineer's office, the Northeast Ohio Regional Sewer
District, the Ohio Department of Health, and the Ohio E.P.A. on issues pertaining to sewage
disposal and water quality.
